That depends if the tap water is filtered or not. Bottled water is filtered, and some tap water isn't, but if the tap water is filtered, then both kinds of water are the same healthiness to plants.
It depends how much chlorine is in your water supply. If you are on a well and not hooked up to city water then you most likely have too many minerals for your plants. Houseplants grow better on bottled water. Fresh or bottled water has been put through a filter that's all.

There are a lot of different types of plants, but I recommend filtered water (fresh) for carnivorous plants and I'm guessing tap water (fresh) would be fine for normal potted plants. But make sure you don't have too many chemicals in your tap water.
