Yes, or at least it should be. Brown sugar has no relationship with wheat. It comes from the sugarcane plant, just like all other sugar. brown sugar is just like white sugar, yet it has a lot more molasses in it than white sugar. Also it is stickier and can have a slightly bitter taste to it.

as far as my knowledge goes, wheat and sugarcane are unrelated so brown sugar and wheat must be unrelated.
