Will internet history be saved by the service provider?

Yes, your browsing history is saved on your ISP's servers, and is traceable back to your IP address and your user account. How long it would be saved would vary by ISP, and the likelihood that anything would be done with it is very, very slim.

How can one regain internet backup files?

"If you're referring to information that you originally saved to a website or web server, contact the webmaster or server's host for help retrieving your files from their database. If you're referring to internet history saved via your browser, it depends. In most cases it is unlikely that you will be successful. You can attempt to recover them from the ( c:\Documents and Settings\Username\Local Settings\History ) location on your computer. The best way to recover backup files, including internet history, is from a recent backup onto an external hard drive."

Is private browsing really private?

Depends on how private is "really private". For private browsing, cookies and history won't be saved, which means the normal people, the consumers, cannot retrieve the information under private browsing. However, the ISP, or Internet Service Provider, will still have the information. Also, the website you visited have the record that you did access that page too. Thus, if a person really wants to find traces, it is still possible.
