otherwise they wouldn't make DVD burners
you may have burned the DVD wrrong or the other coumputer dose not have a DVD ROM or the DVD is bad there is a number off diffent possabilitys
it means it is not seeing and of your CD/DVD drives as being write capable, if you are sure you have the correct drive in, check that you are not using the wrong CD/DVD type. older DVD burners are bad about not working with the other format. -rw/-r or +r/+rw. if everything checks out try looking for a driver.

GO to 'My Computer'. then you should see a letter with a D or something, that contains your CD. If it does not work or you dont see it then you either put in a DVD game that doesnt work with your regular CD drive. OR you put in a CD game into a DVD drive. or it could be that you have a bad CD/DVD or a bad drive.
It means that your disc has a bad error so it cannot read and write files. if your error is on the dvd-rw, you can erase it. if your error is on the dvd-r then you cannot erase it and you will have to bin the disc.
if you dont let it get to you then its good but if youre easily offended then bad.

Its probably scratched. Wipe chrome trim polish onto the disc to fill in the gaps or maybe youre computer is too old.
