No. The answer could be yes, no or maybe. The answerer is not invited to express an opinion or to give reasons or explanations, but is restricted/limited by the form of the question.
But "How can I help you?" is an open-ended question because we have no way of knowing what the reply might be. It is open to the answerer to reply as they wish, except, of course, they must not answer Yes, No or Maybe!
