∙ 13y agoit was changed because there was an increasing worry about the contents of the cannabis. the % of genuine cannabis is getting lower and you can never really know what the cannabis you are buying contains. the drug passes through a number of hands before being sold illegally resulting in the concentration being lowered each time.
