It depends on the type, or allotrope, of carbon you're talking about. For a material to conduct electricity, it should have free electrons to carry the electrical current. In diamond, an allotrope of carbon, there are no such free electrons. This means that diamond does not conduct electricity. However, graphite, another allotrope of carbon, conducts electricity very well because it has an entire "sea" of free electrons.

That depends on which allotrope of carbon you're talking about and what kind of insulation. Graphite? Diamond? Thermal? Electrical? Remember that carbon comes in a couple of different "flavors" as we find it, and they are called allotropes. One is diamond, which has the highest thermal conductivity of all known materials under normal conditions. It would suck as a thermal insulator. It does, however, have good electrical isulative properties. Graphite isn't as good at thermal conduction as diamond, but it's pretty darn good. And it's a really good conductor or electricity as well. We make brushes for electric motors out of graphite. Oh, and pencil lead, for what it's worth. Yup, that stuff in your No. 2 Ticonderoga.
