Sort of. A puma is a type of cat, different from but fairly closely related to the common house cat. Pumas and house cats are both felines, though they're members of different genera (house cats are genus Felis, pumas are genus Puma). The term "Puma" is a little vague, because it's used to refer to several different species, mostly in genus Puma, such as cougars and jaguarundi (not jaguars, which are in genus Panthera).
"Cat" is also used to refer to any felid, including the felines (house cats and small wild cats) and the "great cats" or panthers (jaguars, lions, tigers, etc.).
