No, it's a hoax.

This is nothing more than a modern version of an ancient form of bigotry called, "blood libel".

In ancient times the Romans accused the Christians of eating babies, the Christians accused the Jews of doing the same thing... it's a bigotry tactic to create hatred against a group of people.

Think about it, if the thought of eating a dead baby disgusts you, don't you think it would also disgust a Chinese person?

It is illegal in fact in China to eat a fetus, just as it is illegal in the United States. Could there have been an isolated incident of some psychopath that did it? It's possible, but he would have been arrested, there would have been evidence of the crime... there is no real evidence of this taking place, usually it is fake photos using doll parts to create a fake fetus.
