Think about it, if the thought of eating a dead baby disgusts you, don't you think it would also disgust a Chinese person?
It is illegal in fact in China to eat a fetus, just as it is illegal in the United States. Could there have been an isolated incident of some psychopath that did it? It's possible, but he would have been arrested, there would have been evidence of the crime... there is no real evidence of this taking place, usually it is fake photos using doll parts to create a fake fetus.
The bigotry depends on who is being accused, so in this case they are attempting to smear China, so the fake fetus may be positioned in traditional Chinese dishes to try to make it look more autheticly Chinese.
The Chinese do not eat baby fetus. The "fetus soup" story was a racist myth perpetrated in the early 2000's. The images used were of a 2000 shock art exhibit in Shanghai intended to protest cannibalism. This story was also twisted by some people in China to slander the Japanese.
