If your health care professional prescribes it. But you should not take antibiotics without an examination or a prescription. There is still some risk in taking medicines like antibiotics when they are not really necessary to you by way of side effects, and to the community with creation of antibiotic-resistant strains of bacteria. So, you should be sure that the congestion and cough are due to a bacterial infection or the antibiotic may be an unnecessary risk. These drugs are not effective for treating viruses, like the cold or flu, or Allergies, which also can have similar symptoms. Only a health examination can determine what treatment is needed.
If it is a common cold caused by viruses, then, no. Clindamycin is an antibiotic and they do nothing to treat a cold, antibiotics are only for treating or preventing bacterial infections. Taking antibiotics when you do not need them carries its own risks, as well, to you and to the community. However, your symptoms that you believe are from a "chest cold" could be bacterial bronchitis or pneumonia and then antibiotics could be helpful. Until you know what is causing your symptoms, you can not choose the appropriate medicines. Antibiotics should only be used when prescribed by a health care professional after an examination.
If it is a common cold virus, then the best medicine is time, fluids, rest and treatment of the symptoms with over the counter medicines. See the related questions for more.
