Cocoa is usually a powder to which hot water (and possibly milk and sugar depending on preference) is added to make a beverage. If the cocoa is made into a chocolate bar, then it becomes a solid.

Probably somehow but i wouldn't recommend it! i bet it wouldn't taste very good! Hot chocolate mix is very full of sugar, only a small amount of cocoa and is a powder. Semisweet chocolate is a solid and has butter/oil in it and much more cocoa. You'd be better off using cocoa and butter... google substituting cocoa for chocolate for an exact recipe of what to sub.
To make homemade milk chocolate, you will need cocoa powder, sugar, milk powder, cocoa butter, and vanilla extract. Melt the cocoa butter, mix in the cocoa powder and sugar, then add the milk powder and vanilla extract. Pour the mixture into molds and let it cool until solid.
One can find hot cocoa mix at many online stores. Amazon, walmart, dunkindonuts, nextag and pricemachine are some online stores at which one can find hot cocoa mix.

Hot cocoa is a liquid. It is a mixture of cocoa powder, sugar, and milk (or water), which form a homogenous liquid solution when combined. The cocoa powder and sugar dissolve in the liquid (milk or water) to create a uniform mixture, making it a liquid.
Powdered Cocoa is a powder made from cacao seeds after they have been fermented, roasted, shelled, ground, and freed of most of their fat. It is used mostly in baking and making fudge, but can be used to make hot chocolate. Cocoa Mix is this mixture of cocoa powder, dry milk and sugar.
