If nations totally disregard the safety of non-combatants (unless they lived near or worked in legitimate targets such as weapon-making factories, ammunition depot, and other pieces of infrastructures crucial to the enemy's war effort) during their attacks, then it could be argued to be a war crime but this is widely debated in the forms of international as they debated what constituted what is excessive or not and thus not accepted.
