If I understand the question correctly, you are asking if a Computer Science student should be enrolled in a Pre-Engineering program.
Every university will be different. You should check with the Computer Science advisor for the university you plan to graduate from to be sure.
In the case of Oregon State University, a student would be enrolled in the Pre-Engineering Program for the Freshman and Sophomore years, then apply for the College of Engineering "Pro-school".

To teach within the public school system in the United States at the pre-K through high school levels, you must have a bachelor's degree in a teacher education program from a regionally accredited college or university and state teacher certification. This would take approximately four years to complete as a full-time student, provided you take the program as prescribed by the college or university. To teach at the college or university, the minimum degree requirement to teach is a master's degree in the subject area being taught, with a doctorate preferred.
All of the above. You will need lots of science credits with either field. Biology will be more useful for pre-med. The other two would be useful for both.
