The Senate-President thing works like this: The President has no say of what goes on in the Senate itself. Once the Senate passes a bill, the President could veto it, but the Senate can override the veto with a 2/3 majority vote.

The president commands the military and can take military actions which exert tremendous pressure on Congress to go along . The president enjoys a "bully pulpit" and can appeal to the voters to pressure Congress . As leader of his party, he can "whip" congressmen into line and he has a lot of say about where funds are spent- he can reward or punish a Congressman by spending or withholding funds in his district. He can campaign for Congressmen and Senators that support him. The president also is the first line in setting foreign policy, promising monetary aid, making alliances, making trade agreements, etc.
Congress is the name given to both the House of Representatives and the Senate as a collective whole. The Senate is more prestigious and "higher" than the House of Representatives but neither has power over the other due to checks in balances.
