It depends what those emails contain. If they are simply friendly messages, it is not at all bullying, even the receiver may feel annoyed. If the messages contain threatening or hurtful comments, then of course it is bullying. Remember that it is only bullying if the receiver feels scared or threatened by the emailing. On most major emails there is an option to block or report the sender.
