Corn starch is not inherently poisonous to cats, but they shouldn't eat too much of it; they're obligate carnivores so they literally cannot live on a diet of all vegetable sources Cats can eat foods that contain corn starch without any real harm, as long as they're getting enough meat to go along with it.

It depends how much you eat, but a cup or two should be fine. Make sure to drink a glass of milk or water, as cat little can make one quite parched.
