No. At least not exactly. In some countries attorneys and lawyers are referred to as counsellors. Not all, if fact most, counsellors are not a part of the legal profession. A councillor is someone that is asked for advice. A corruption already exists in a councillor that works for (usually) local government. They do not offer advice.
