No, and I personally recommend my customers don't. Condensers are made to be outside in the weather, and if someone accidentally started it with the cover on , it happens a lot, the refrigerant won't move properly through the system and bring the necessary oil to cool the compressor. This can and does result in a complete system failure that would be properly corrected if copper lines Condenser and coil were replaced but usually results in the condenser be replaced leaving the whole system corrupted. This leaves the equipment with a shortened mechanical life due to acid, debris, and refrigerant contamination, and possible chemical reactions from Oxygen and water.
