If you mean the risk of mortality is greater for people with AIDS, the answer is also yes. AIDS is a degenerative disease, and can only be slowed down.
The major part of "slowing down" currently happens during the HIV-period - namely when someone is infected with the HIV-virus but doesn't show signs of AIDS yet.
