If you mean a cage that hasn't been cleaned out for more than a week, then it is safe, but not for long. They have to be cleaned out more regualary than that.
If you mean a dirty cage with dirt and dust, then DEFINATLEY UNSAFE.
If you mean being outside on the grass on a muddy day, then it is fine.
