Nowhere. Disney is developing their own streaming service to debut in 2019, perhaps their entire library will be available to stream. It's unlikely, but who knows.
Not anymore, in fact all the Disney content will be removed from Netflix in 2018 in favor of their own streaming service coming in 2019.

Currently the easiest way to resend streaming data is to either connect with an online streaming data relay service and set up it the resend the data stream as it is being received from the source or to utilize the streaming data services of your local ISP if they provide it.

Apparently there is no contract between CBS & Netflix in regards to streaming rights for Muppet Babies so until that happens, the show will never be on Netflix. - There is a Disney Jr. Muppet Babies reboot airing sometime in 2018, unfortunately that won't end up on Netflix since Disney is creating their own streaming service for debut in 2019 so it will end up there.
