Secular knowledge is more important than divine knowledge, because divine knowledge is non-provable and based on superstition.
It all depends on the culture that you are considering, and the time period. In modern times, written law will stump divine law because we live in a more secular world these days. However, if we were living in say...the medieval times, divine law would probably be more powerful if one had a ruler that ruled by divine right.
