Absolutely. I'm doing my History Day project on how it is a turning point. So far, I've discovered that 1) The term companion, which acts as the audience surrogate [Definition: a fictional character with whom the audience can identify, or who expresses the questions and confusion of the audience], was rarely used onstage until the modern revival of the series in 2005; 2) The Matrix was not necessarily based off of Doctor Who, but Doctor Who was what inspired the writers of The Matrix to write the movie; and 3) In my opinion, this is the most important of the 3. Doctor Who set a whole new precedent in fandoms. And if you don't know what fandoms are, well, if you thought this response was wrong, explaining fandoms would take pages upon pages upon pages. . But ya, Doctor Who may not have been one of the first fandoms, but it definitely changed the course of sci-fi fandoms, and any fandoms for that fact, for quite possibly the rest of history.
