If by smooch you mean kissing, then I would say no. Basically though, it's up to you, and/or your parents, and/or your partner to decide what is right and wrong at the age of 17.

No, it is not wrong for them to say they can have a boy friend. It would be wrong to indicate that they must have a boy friend. Or that they can engage in sexual activity if they are below the age of consent for their state or country.
