Good old-fashioned Elmer's glue is white.
Elmer's glue or any other good white glue.
The new Elmer's Spray Glue is very good for that.
Any white PVA glue - Elmer's is a good choice.
Elmer's original White glue can be used for sticking together paper, card and wood. -( I make a point of saying 'original' as Elmer's now have at least 6 types of glue that will bond a variety of things.)

Elmer's does not make a very good joint with clay. Many potters that I know use epoxy or silicone to repair their broken pots.
Elmer's glue works by soaking into the porous parts of objects it is applied on. (so the more porous the item is the better your joint will be) When it's in place, it's 'carrier solvent' starts to dry out and the glue achieves a better bond. When it's totally dry you have a good joint, yet one that can still come apart in water.
The best way to glue popsicle sticks is to use a good PVA glue. TiteBond 2 or 3 if you have it is best. Elmer's white glue is reasonable and cheaper but also makes a similar joint for craft purposes.

Elmer's white glue will hold wood together for craft projects and toys. - Yellow carpenter's glue will hold better. The best of all is TiteBond lll which has been scientifically tested and proven to be the strongest of today's available wood glues.
