Is empoleon legendary?

It all depends on opinion. Mine would be the legendary Manaphy. Others, like previously stated, would be Empoleon. Or possibly Lumineon.

I think you meant to say "Rotom." Rotom is a small legendary Pokemon who holds the title of being the only Pokemon in the game who is both the Electric type and the Ghost type. Empoleon can be gotten by starting with or breeding Piplup, evolving it into Prinplup, and evolving Prinplup into Empoleon. Piplup evolves into Prinplup at level 16, and Prinplup evolves to Empoleon at level 36.

If you start with piplup, empoleon. But if you start with a different Pokemon you can use Palkia. (legendary- hard to catch), Gyarados is easy to catch and good (you catch level 40-55 ones with a super rod.)

The answer is you can't. The only way you can see Empoleon is to choose Piplup at the beginning of the game and evolve him into Empoleon. pokemonmaster98

You can't, Empoleon doesn't occur naturally in HG or SS. The only way to get one is to trade a Piplup, Prinplup or Empoleon from Pearl, Diamond or Platinum to HG/SS.

My team is: Infernape, Gengar, Empoleon, Torterra, Kadabra and Steelix. It's always good to have a Fire, Water, Grass and Psycic type. Ice and Flying can be useful too. But this team has got me through the game easily.

What starter do you have? If you have Empoleon, you don't need me to answer this question. If you have Infernape, then your rival has Empoleon. If you have Torterra, then a trainer has Empoleon, somwhere on the way to Pastoria city. This is why it isn't a very good Idea to skip trainers!

The way you get empoleon does not differ at all from game to game. All you have to do is level prinplup up to level 36 and then it will evolve. Empoleon is all that much more powerful now that he is water AND steel type.
