No, they aren't - despite the rumors, Facebook has no intentions of charging users. Also, don't join any of the groups protesting against charging for Facebook; it appears that some of them contain malware that could hijack your computer. Follow the related link for a recent article in which Facebook states explicitly they are NOT going to charge.
Facebook's business model revolves round placing (and charging companies for) tailored advertising round facebook pages.
No, Facebook at the moment, does not cost money, although there is a rumor going around that they are going to start charging people but if your starting to visit Facebook it wont cost you a thing. Unless you go on it on your mobile, which in that case you would have to ask your network.

Never going to happenFacebook will not charge users, however millions of users continue to be deceived. One Facebook group, "300,000 MEMBERS NEEDED TO STOP FACEBOOK FROM CHARGING £ 10.30 A MONTH", has successfully attracted over 474,000 users. Another group claims Facebook will begin charging on July 1st, but it's a flat out lie used as a way to drive thousands of users to the group.

Facebook is absolutely free. What many people do not realize about these major sites is that Facebook earns money by other means than through charging its users. This notion is the same for Twitter, YouTube and even Google. Facebook earns money through advertisement for the traffic (usage) of the site is extremely large. In fact, in some ways, promoting Facebook as being free may be thought of as a better business idea than making people pay to use Facebook. The more people it gains - as Facebook and its services are offered for free, more people are likely to sign up - the more money it can gain from advertisements.
