Of course fashion is part of the fine arts! In many schools, people learn how to make costumes more a play or something. Fashion, as you people may know, matters! In collage, you can take fashion as a course. In my school, students make the costumes for some of our plays. Fashion is a fine art!

Technically you do not have to have any specific training for fashion designing. A college degree in fine arts is quite beneficial though but you can start as an apprentice for most of the houses.
