In general, it depends. Most of the time, it is translucent because you can only see unclear images through the fog. Other times, if you can't see anything through the fog, then it is opaque, not translucent.
Fog begins when moisture is so condensed and saturated in cool air. The higher the saturation, the denser the fog. The sun coming up in the morning warms the air. It reduces moisture, and thus the density. The warmed fog begins to rise, but it looks like it is disappearing. However, it rises until this air becomes just another cloud in the sky.

Fog intensity is how dense fog is. The lower the visibility, the more intense and dense the fog is.
A fog light uses a different light beam to reduce how we see when there is fog. Regular high beams make fog appear more dense, or thicker. Low beams reduce that effect, but limits sight distance. Fog lights gives more sight distance without making the fog look more opaque.

Fog is made out of water droplets in suspension in the air. The refractive index of these droplets is 1.3330. However the body of fog as seen on mass is opaque (enough of it will stop light) and opaque substances do not have a refractive index.
