Considering viruses, yes. FooPets has no viruses and I have had absolutely no problem with it.
The off-communication, yes. The features are appropriate.
The community, depends.
FooPets has "Meebo", a chat bar that is built into the site. The possibilities are endless and possibly dangerous for your child. FooPets however can watch your child's Meebo bar, but only if they are reported or suspicious. If both users "agree" to have inappropriate, information-exposing, etc. conversations and do not report each other, they can easily get by. However, you can disable this action, so your child does not have access to this feature.
FooPets also has forums. These forums are generally appropriate. However, there are "Trolls" or "FooRebels" who are completely against the rules. Some disappear in a snap and some are let off with a warning or short suspension if they are a first-timer. Their swearing censors are easy to get around by putting a space here and there. There are also rude people who can influence your child to have a Smart Alec or rude attitude. These people are not very major in the Admin's/Mod's opinions, although some will pop in and say knock it off, and if it gets severe they will give them a suspension for a couple of days.
Overall, I think FooPets is an okay site considering child safety, depending on how much you trust your child, how they react to some things, and how old they are. Of course, you can disable any communications, so FooPets can be a safe and fun virtual puppy/kitten site.

How do you find out your pets in foopets generation?
When people say generation they are talking about the Foopet's family tree. When you go onto your Foopet's profile, look where it mentions the birthdate of the Foopet. Under that, it may or may not say who the mother and father of the Foopet is. If the mother and father information is not there, your Foopet is a first generation. If there is the mother and father information, you would then click on one of those Foopet's profiles and see if they have a mother/father information. If not your Foopet is second generation, if so then you repeat the same thing with your Foopet's mother's/father's mother/father until you get to the end of it all. Depending on how big the Foopet's family tree is, the bigger it's generation will be. I've seen up to 7th and 8th generation Foopets sooo, yeah.
