It depends on what you want to do.
With a blog you write about a subject, or get a guest writer to do it, then people can comment on that.
With a forum people create there own topics for discussion.

Blogspot is very good, as is any IPS based forum, as they have a great blog attachment to the forum. Blogger is also a good one. Make sure your blog is entertaining enough to draw people in!

yes, i do.farmer100 is a big site. there are farmer100 forum,farmer100 blog and farmer100 ask to submit complaints or other opinions on it. but i like to post on the forum and ask.
