no the relay sends power to the fuel pump,the strainer sits on the bottom of the pump its like a little fine filter so you dont suck up crap from the bottom of the fuel tank

check the fuel pump relay. relay is bad or computer is turning relay off. You should check as said above, the relay AND relay fuse ( under the hood right in front of the fuel pump relay ). You should also replace the fuel filter. If non of that works for ya, you might try replacing the fuel pump and strainer ( in the gas tank ). It COULD be the relay but more likely the fuel pump or the fuse is bad. Mine was the fuel pump and it was acting the same as you state. If I can help ya there , just let me know, been there done that ! Good Luck ! I had the same problem with a 98 transport 3.4L engine and tried a lot of troubleshooting and elimination items and by replacing the crankshaft speed sensor the problem was eliminated. Not saying that's the answer but if you get to scratching your head enough get someone to check it out for you to be sure
