(Remember that gasoline is made from oil and oil is very sticky.) I don't know if the gasoline literally soaks into your skin, but you certainly don't want to be soaking your skin in gasoline as it probably is toxic to your health. Gasoline is never something to mess around with especially if there is any chance of a possibility of a spark or flame around. Gasoline is extremely flammable and so are the vapors that emit from gasoline. Breathing in gasoline fumes will cause brain damage so imagine soaking your skin in it, can't be good at all.
Skin is actually translucent, not opaque. So yes, a thin enough membrane of skin can pass light. The human hand is thin enough, if the flashlight is bright enough.
