I'm assuming that you already have 99 cooking, you simply go to the Head Chef at the Cooks' Guild in Varrock and pay him 99k for the cape. Note: You may need a chefs hat to enter.

get lv 99 in a skill and you auto maticly get the skill cape. takes 3 years to finishwith all lv 99s. ( like me! ) Thats all wrong except for getting 99 in your skills for skillcape. You dont automaticly get cape you gotta but for 100k from the master of the skill and it doesnt take 3 years for all 99s, it depends how long you play.

You can get one, but only one non member skill cape. That cape is the cooking cape. (My runescape name is The Joster 6, add me if you want :P)
How much better is a strength skill cape compared to an obsidian cape in runescape?
They are the same, however the Strength Skill Cape is classed more of status and cheaps the Obsidian Cape, and when you earn you next skill cape, all skill capes will be Trimmed giving you a +4 Prayer Bonus, this is something Obsidian Cape doesn't have.
