I saw that cartoon network will be airing goosebumps in October, but I checked the web page and still no sign. Maybe later on this month closer to Halloween.

Goosebumps is a series only in the fact that the books share an author and theme. The characters are always different.
Goosebumps can only form where you have hair follicles. The bump is formed by the muscle causing the hair to stand up straight when you are cold or scared or whatever else causes you to get goosebumps. But on hairless areas of your body, you will not get goosebumps.
As of June 2014, the only major channel that has Goosebumps is the cable channel Hub. The show airs daily at 2 PM.
