Generally no. Government affairs typically refers to private/non-profit jobs that involve working with/monitoring the legislative or regulatory affairs functions of the federal government. Some governmental affairs type jobs can be found within the federal government, but by and large these are private/non-profit hired people. S. 95 the issue was whether the lending functions were proprietary or governmental.
