Gravel and gravel only? Yes they can, but it is a very boring life for them. They like to scratch about in sand and dust and dust-bath - they can't do that on gravel.

A granular fluid is a material that behaves as a fluid in the quantities considered. Flour, sand, wheat, and indeed even gravel could be considered as fluids when free flowing. They have the properties of a fluid. They will have a constant volume, and will occupy the shape of the containing vessel.
Not necessarily 'change' it - but certainly clean it regularly. As a cleansing product - I swear by 'Milton Fluid' (the stuff you sterilize baby bottles with). Once a week, wash the gravel in a solution of half a cap of Milton to two gallons of water. Let the gravel sit in the water for at least an hourto allow time for the fluid to work. Rinse the gravel thoroughly in clean water at least three times - to get rid of any Milton residue.Leave the gravel to dry for a couple of hours before you put it back in the cage. One option would be to have another quantity of gravel already cleaned so you can 'swap' it over instead of having to wait for it to dry.
