Voldemort has snake-like features because he created horcruxes. As he created more than just one, his features and appearance began to slowly change, forming into features that were inhuman. Harry is a parseltongue because when Voldemort attacked him, he was intending on making Harry the last victem he needed to make his seventh horcrux. When the curse went wrong, rather than Harry becoming his last victem, the curse transferred bits of Voldemort's soul into Harry. Voldemort was a parseltongue, and thus that transeferred to Harry.
