This glitch seems to occur when you don't dive immediately after entering the water. The oxygen is designed to limit how long you can stay underwater, and unlimited is a definite advantage, as long as it doesn't prevent you from finishing the Scuba game.
The easiest way to beat the diving is to swim out all the way to the right before going down. This bypasses the "bubbles" which are the only things that slow you down. Once you have the trap, it doesn't matter if you run out of oxygen : you still complete the game.
