That kind of depends on what you mean by "hell." I doubt that anyone with anything resembling an education actually believes that if you dig a hole deep enough you will eventually reach the place of eternal torment for sinners and be able to look around and see devils, if that's what you're asking.
One of the terms in The Bible that's often translated "hell" refers literally to "the grave", though, and in that sense you might be able to say that "hell" is inside Earth... but it's not particularly deep and not in any way magical/spiritual.

Most religious believe that hell is below the ground. However, don't interpret this literally as they believe that hell is in another realm, not parallel to ours but still. So to answer your question hell is not literally on earth.
