It is reneweable because it is ultimately harnassing the force of gravity. The waves of oceans are created from the moon which is forever and the current's of rivers are created from the flow of water from a higher altitude to a lower altitude. However how much power can be created from this and the damage to the ecosystem from slowing the river's down does limit how much can be harnassed at a given time.
