A basic rule is never to buy a fish from a tank that is suspect or dirty. Buying from a tank with dead fish in is a definite no no. I would not even consider buying anything from a pet shop if they had dead fish in aquariums on display.

No. Chlorine will break down on its own...eventually....but it will take days and days. (And your fish would be dead by then.) If you have a fish tank, you need to buy a bottle of dechlorinator - it is not expensive.

No, goldfish are freshwater fish. Any goldfish you buy in the store are tank bred and not wild caught.
