I'm sorry to say that i'm not sure. The show states nothing about her dating Phineas, but when they travel into the future, future Candace's daughter says, "Hey, isn't that Aunt Isabella?" So it says that she either marries Phineas or Ferb, but it doesn't show any sign of her dating or marrying a certain one.
