It's 4.
The EVs will carry over until you gain 1 more EV and hence gain a stat on your next level up
Well it's best to ignore the initial stat gain for things like carbos. At lvl 100, Pokemon stats are decided by a combination of nautre, Individual Values, and Effort Values (EVs). EVs are the only things that can really be influenced by the player. Each vitamin/mineral given to a Pokemon will increase its EVs in that stat by 10, up to a limit of 100. The maximum total EVs allowed by the game for all the stats (including HP) is 510, and the maximum possible for each individual stat is 252. Certain Pokemon will increase the EVs in specific stats - e.g. defeating a Raichu will increase the speed EV of the Pokemon by 3. Bit too complicated really, best to look on Google etc. for a proper explanation. Higher EVs usually mean better stats at level 100, so if you want a Pokemon with a high speed stat, use Carbos 10 times until it says it won't have an effect and then fight Fearows and Raticates. Just an example...
each bobble head gives a permanent stat boost. use fallout wiki
Luck increases as a persona levels up. Choosing the wand during Shuffle Time can rarely give your current persona a stat boost instead of increasing the EXP gain. There are items you will get like 'King of Swords', these are consumable items that grant stat boosts.
EVs are effert values and IVs are inherted values each of which boosts statsEVsEvery pokemon has got different EVs. When you defeat and pokemon, all of the pokemon that get experience gets those EVs. For example,If you defeat a Pidgey you get 1 EV to SpeedIf you defeat a Rhyhorn you get 1 EV to DefenseIf you defeat a Dialga you get 3 Evs to AttackIf you defeat a Shuckle you get 1 EV to Defense and 1 EV to Special DefenseEvery 4 EVs you get, that stat will increase by 1 so if you defeat 4 Pidgeys with a Snorunt, the Snorunt's Speed will increase by 1 when it reaches level 100. Before that, there will still be an increase in Speed but not as much as when Snorunt reaches level 100. Then you will get the full force of EVs...Rules: Each pokemon can have a maximum of 510 EVs and 255 EVs in one stat.IVs are a lot more complicated. I would strongly suggest looking at the related link. Even though it looks complicated, it's as simple as it gets.IVs basically affect why two equally levelled pokemon with the same nature, using the same move with the same effectiveness will do different damage on each pokemon. But seriously... SEE THE LINK!

Assuming they are all serving the same room and you are talking about 110 volts. Wire the 3 heat strips in parallel and break the power source feeding the closest one to the stat with the stat and connect the common wire wherever you can catch the house common. Be sure the stat is rated to carry the TOTAL amperage of the 3 strips and that the circuit is rated to carry that same total along with whatever else if anything is on it.
