I can't tell if this is a dumb question or if you worded it wrong. Anyway, generally they need 12 hours of sleep a day. Some of this they do during the day (like when no one is home) and at night. Make sure you parakeet is getting enough sleep at night.

It's never ok to force an animal to do anything, especaily birds. They can die of stress if they get into a situaition that is fearful for them.
It all depends on the type and mix of bird feed in the feeder. If it's Wild Bird feed in general, it's OK for a parakeet yet it is not wise for it to be the entire parakeet diet. This means that your parakeet is either scared if you keep trying to pick it up, or if its a male parakeet its calling to the female even if you only have a male parakeet it wants to find a mate.
It is absolutely OK to sleep without pajamas or underwear. Nobody likes to feel restricted when they sleep.
