It can become a problem once you start using your penis for sexual purposes. However this is rarely a problem. you Will simply have to work on it for a while. the foreskin is designed to stretch. so by applying a little force especially when you are under shower,( a little hot water can be helpful) before you know it you will be able to pull it back all the way. It can be a problem but you can easily overcome it by regular masturbation.
