The Bible nowhere mentions Germany (because Germany didn't exist when The Bible was written), but the New Testament of course admonishes us to love our neighbors and fellow-men like ourselves. If someone hates Germany as a country instead of its collective inhabitants that is probably not a sin against God's laws. To be honest, it is not a point that has ever been seriously debated by theologists.
