It is always a sin to swear. So control your tongue or it will get the better of you.
It is strictly forbidden not only in Ramadan, but always... It is a great sin...
thal shall not swear
Jam 3:10 Out of the same mouth proceedeth blessing and cursing. My brethren, these things ought not so to be. Peter swear and curse and God didnot kill him. Swear is not sin, it's not nice. Mat 26:73,74.
Prov:23:7: For as he thinketh in his heart, so is he: Eat and drink, saith he to thee; but his heart is not with thee.
Swearing is a sin but you will not go to hell for it. Of course if you swear and have no faith in God then you will. that's not true if you swear, that doesn't mean you don't have no faith in god.
HE HAS SIN before

Sin is sin as soon as that sin has been commited. As soon as one thinks of an impure thought, that person has sinned. There is not any time period before that sin is officially a sin. Ultimately, all sin is against God and since God is omnicient, he knows when all sin has been commited.
