In western countries, the law does not try to say who you can go out with. As a practical matter, you can go out with anyone you want to, even with your own brother.
It is only when you begin to get involved in sexual activity that society and laws begin to want to have a say.
Your sister's so-called "god brother" is merely the son of her god parents. God parents are often unrelated people who have agreed to certain religious or social responsibilities toward the god child. That they are "god parents" does not impair any sort of relationship with their son.
