If you are saying that when you order a beer it always comes to you already opened...that is really more to protect the establishment. If they were to bring you an unopened beer, you could slip it in your pocket and take it out of the building, which does violate the terms of the establishment's liquor license and they could lose it as a result. But I don't believe the law says you can't open it at the table.
